Transmission Providers Lack Real-time Grid Data to Meet Order 2023 Deadlines
FERC’s Order 2023 aimed to eliminate the interconnection backlog. The rule replaced the old first-come, first-served queue with a “first-ready, first-served” cluster study process. It gave transmission providers a 150-day deadline to complete each cluster study and backed that deadline with penalties of $1,000 to $2,500 per business day, depending on the type of study delayed.
